In this issue we discover the mysterious villain of the piece is actually the legendary Rasputin. We also find out how he came to power and his desire to bring Hell to Earth. Here we have a classic example of the talking villain. Rasputin goes on for pages and pages about his plan.  It pretty much buries the rest of the story.Thankfully the dialogue is strong and interesting enough to carry this off. Not much in the way of action, but the story is set up for issue #4.
