Different. Better? The governmnet doesn't think so. And neither do the teens under the microscope. One of them objects... strongly. And he has enough power to change the world.

After Valiant originally went bankrupt, Acclaim acquired several of their properties for development. One of those was Harbinger. This issue was the only one published under the Acclaim banner, and featured characters that would later be revived in 2012 when a revitalized Valiant released Harbinger.
