A Green Lantern is an officer of the intergalactic police force known as the Green Lantern Corps, who have the ability to overcome great fear with the might of willpower. They possess power rings capable of creating constructs characterized by their will and strength to use it. Each Green Lantern is given a Sector of the Universe to protect and it is their priority to suppress any threat against their sector.
Don't they have the same powers, abilities and aren't all green lanterns fearless?
Sorry, they can all do the same thing, so how can you judge which lantern is stronger?
You make a good point as it does seem like an arbitrary difference. They all have "great" will power.
Though it's not really discernible most of the time, the pecking order seems to be Hal>Kyle=John>Guy. Something like that. Basically Hal is number 1, that's what Johns really wanted to establish. The rest is highly debatable.
The abilities of each GL is withing themselves...and so it's much more a mental question. Who is more determined, and who can overcome the greatest fear. No two people are the same in that respect, and neither are any two GLs
John Stewart was able to create planets though. His constructs went to the point where he actually reached the limit of the GL ring. I can't accept Hal as number one, since I know that Geoff Johns has been playing favorites.

This, at the very least he should beat out Kyle.
But back to the topic at hand, Its simply the fact that some lanterns have more willpower then others.
Honestly, despite some feats from John (who I consider essentially on par with Hal in terms of power), I think what makes Hal the most prominent and the most "powerful" is his sheer determination that pulls him through the end, and especially his ego, his absolute unwillingness to back down despite the odds.
