Seeds of the future
In terms of a character such as Hal, who since his death has been sort of directionless in the DCU, the reintroduction of the character here does well. There are certainly times when the reader is assumed to have prior knowledge of the character, but with a passing knowledge of the character's history this is covered quite well. Now reborn the character key points of his history are sort of replayed in modern day with some aerial acrobatics, womanizing, and hints of past relationships (plus the introduction of a new ones.) The rebuilt yet empty Coast City serves as a reminder of what has past, but in the rebuilt shell lies the seeds of the future, much as this first issue does.
