1. Count Vertigo- most likely his arch villain
2. Merlyn- his dark counterpart. His other arch villain
3. Duke of Oil- I just like this character. Cyborg redneck who controls machines.
4. Clock King- Actually I like the version from Batman TAS the most.
5. Cupid- Crazy female villain.
6. Drakon- Dangerous assassin
7. Brick- Kind of a Kingpin rip off.
8. Electrocutioner- not really a primary Green Arrow villain, but with him blowing up Star City, there's animosity
9. The Queen- Not much has developed since she debuted, but she seems like a cool villainess. Kind of a Madame Masque ripoff.
10. Rainbow Archer- Why not? Couldn't think of anyone else.
11. Bulls-eye- Apparantly he was Green Arrows nemesis way, way back in the day. Joker rip off.
