What's with the bitterness between Green Arrow and Batman?

There's a real chemistry between Batman and Black Canary, and this goes right back to the original JLA series (issue #84), where the two share a passionate kiss - although they both felt it a "mistake" a few issues later. Batman later rescued a scantily clad Canary from the Penguin in Brave and Bold #166 - the issue closing with them kissing again and leaving the reader to imagine what happened next! Moving closer to today, An issue of Birds of Prey has Black Canary telling Batman, "You're a better kisser than I imagined." Also in the alternative universe of All-Star Batman and Robin the two get pretty intimate (although they keep their masks on) in issue #7.
Batman did not attentd the "Wedding" ceremony of GA and Black Canary (Jealousy?), only turning up when the fight broke out. I suggest that all of this contributes to the tension between the 2 heroes and for what it's worth I think Canary is a good partner (in a romantic sense) for Batman.

Actually they do like and respect each other
Green Arrow admited that until Batman's actions during Infinite Crisis he used to admire him (World without a JLA) and Batman said that he was jealous of Olliver because with and without the costume he was the same guy, his superidentity wasn't a completely diferent person like Batman and Bruce Wayne (When GA died)

They have also teamed up quite a bit over the years, many times in Brave and the Bold, and more recently in a few of the last issues of Green Arrow's most recent solo series.

Some of it is just politics and personal beliefs. They butt heads but do respect each other at the end of the day. Ollie likes to rub Bats the wrong way when he can.

Ollie and Bruce butt heads, and Ollie's typically a dick to Bruce. But the two nicely complement eachother when written.
