Three men, Magnor, Osborne, and Charles Cronan, discuss problems within their illicit business dealings. Interwoven through their conversation, Shado, as a little girl, trains to become an archer. As Cronan exits Magnor Shipping, he is murdered by Shado. The Green Arrow shares intelligence with the police lieutenant covering the Seattle Slasher & Robin Hood Killer murders. Despite the Green Arrow's reputation, his presence in the investigation is unwanted by the Seattle police department.
Out on the street, the Green Arrow, by way of marking his territory, prevents two young hoods from roughing up a pair of elderly ladies. The Green Arrow then shares a dance with one of the women. Returning home, the Green Arrow finds that his girlfriend, Dinah Laurel Lance, has left a note, declaring her intention to go undercover, to root out the drug trade in Seattle. The Green Arrow spends a lonely evening at home, celebrating his birthday.
As he falls asleep, the Green Arrow recalls his last conversation with Lance, her turndown of his marriage proposal, and refusal to bear his children. The Green Arrow, as Oliver Queen, shadows Lance, from a distance, just to check up on her. Queen finds Lance in the company of a small time drug dealer, Ignatius Brown. Queen returns to the scene of the Robin Hood Killer's last murder. By chance, Queen spots the Robin Hood Killer, who is tracking an elderly man, Arlo Vickers.
Queen, as the Green Arrow, confronts the Robin Hood Killer, who is revealed to be Shado. The Green Arrow is utterly defeated in combat with Shado. Vickers is murdered by Shado. Recovering in a hot bath, the Green Arrow, as Queen, listens to the news, learning of Vicker's murder, and also that of Brown's. Realizing that Lance's cover may be blown, Queen lunges from the tub, to rescue her. Queen returns to the bar, My Mother's, where he last saw Brown, and Lance.
Queen interrogates the bartender, who gives up a name, Jankowski, and a location, Magnor Shipping. Magnor discusses the removal of Brown with Osborne, and the ongoing interrogation of Lance, at the hands of Jankowski. Queen, as the Green Arrow, stealthily approaches the warehouse, quietly taking out all opposition. The Green Arrow discovers the last guard, bound and gagged, with one of Shado's arrows sticking out of the guard's dog. Lance, stripped nude, and bound, is tortured by Jankowski.
Upon seeing the horror Jankowski has Inflicted upon Lance, the Green Arrow murders him. The Green Arrow bursts into the warehouse. A quick fight, with one of Jankowski's men, ends with that man dying from horrific chemical burns. Shado reveals her presence by killing a second man, who had the Green Arrow in his sight. The Green Arrow carries Lance's ravaged body out of the warehouse, just as it explodes. Traumatized, Lance apologizes for missing the Green Arrow's birthday.
