Vengeance should appear, that's for sure. Lilith could appear too. They also have to flesh out Zarathos' past and his relationship with Johnny.

Like... Zarathos is revealed to be a memory-stricken archdemon who's power was fragmented by Mephisto after Zarathos lost the crown of Hell during a power-struggle with Mephisto. Mephisto uses those fragments of Zarathos to create his "Ghost Riders."
However, as accidents happen, Mephisto accidently out Zarathos himself into Johnny instead of a portion of Zarathos' power... that's why Mephisto wants the "power" back so badly by the end of the first movie. That's also why Caretaker had control over his "Ghost Rider" form while Johnny didn't.
Mephisto creates Vengeance by giving a portion of Zarathos' power to Michael Badilino, and sends him to kill Johnny, thus getting Johnny's soul and reclaiming his prisoner, Zarathos.
At the same time, Lilith comes into the picture, revealed to be Zarathos' demonic lover. She wants to mate with Zarathos and create an army of super-powerful demon children. However, Johnny refuses to allow it to happen for three reasons. 1. He'd have to be the one boning Lilith since Zarathos is in his body, but he's faithful to Roxanne. 2. He thinks it's one of Mephisto's tricks. 3. He doesn't want Lilith to create an army of super-powerful demons, for whatever reason she has (he finds out about the army later).
