At one point, Genosha was a haven in a world filled with crime and despair. The Genoshan government began to fear mutants early and found a way to neutralize any threat a mutant [r]evolution could mean for the human race. They came up with the mutate bonding process. Dr. David Moreau, the Genoshan Genegineer, physiologically bound an eco-suit to the bodies of a mutant. This suit would act as a heating and cooling unit, as well as a way to strip any identity from the mutant. The mutant was also shaved bald. The mutant's memories were wiped, a process that was normally irreversible, and the mutant, now a numbered entity, was with no devotions except to the state. It was later revealed that the Sugar Man had been behind the mutate process and the Genegineer was simply the face for the movement.

    Team Evolution

Though seen largely as a bunch of no-will entities, mutates do still posses their powers. During the X-Tinction Agenda, several mutates aided Genosha in the fight against the X-Men. One mutate's power is to track other mutants. Another acts as a tele-mutate, possessing an ability to holographically televise news to Genoshans. Mutates soon are able to take back their memories and wills and rebel against the government.
