A young man who learnt all about military history from books at a military academy, then escaped and applied his knowledge on the streets of Gotham City, uniting numerous streets gangs in a ruthless quest to control the city. Ulysses Hadrian Armstrong is a child military genius as well as military historian. He learned all about military history from books at a military academy When he escapes he applies his knowledge on the streets of Gotham City. He first battled Batman by gathering the weakest gangs in Gotham and building them into one of the strongest gangs by using military tactics. He has often Battled Robin as well.He wears various military uniforms as costumes. He has also teamed up with Julie Ceaser and Toyman. Toyman and the General tried to pull off a toy robbery. When Robin intervenes Toyman turns on General and tries to kill him. Robin is able to rescue the General. Later the General, hooks up with Arabs preparing for war with a neighboring country. He meets them at a Gotham arms show. When Robin finds out he asks Nightwing to help him stop the General. They use a plane to get their quickly. Robin parachutes into the middle of the battleground then takes off to capture the General. Nightwing uses the plane's gun power to take out a dam. This causes a flood that separates the two armies. At first the the General is protected but the Arabs until they find out about his treachery. He is then arrested for treason and murder and is subject to their more strict laws.
