General Wade Eiling is the man responsible for "the birth" of both Captain Atom and Major Force. A man twisted by his views as a servant of his country his treacherous, deceiving ways have affected many heroes. He may not have always directly affected those he has hurt but the teams and people he enhanced have left their mark on the universe.
General Eiling's evil ways are seen during the Vietnam war when he frames United States Air Force officer Nathaniel Christopher Adams, the man who will become Captain Atom, for a crime Adams did not commit. The Generals plan only began with his frame of Nathaniel Adams, he give Adams a choice he can be put to death for his crime or he can take part in an extremely dangerous military experiment. There is little chance of survival for Adams but if he does live he will receive a presidential pardon, so Adams of course accepts the offer to be in the experiment. The experiment is viewed as a failure with the disappearance and assumed destruction of Adams but Later Eiling continues the experiment with another subject. Clifford Zmeck also a member of the United States Air Force though his past is shady he is chosen as the next participant of the Atom Project. Zmeck was being sentenced to life in prison for a rape crime he had committed over seas while working as a soldier, Eiling offered him a pardon if he too took part in the same experiment that Adams was subjected to. The same thing happens to Zmeck and he is presumed dead. Little does Eiling know that Adams and Zmeck are just pulled from time and resurface 20 years after their individual experiments. Nathaniel Adams eventually resurfaces, followed by Zmeck roughly a year later, to Adams shock Eiling has married has married his wife. eiling further black mails Adams for his own purposes, he makes Adams work for him and the government as government sanctioned hero Captain Atom, he uses Adams children as leverage to control him. While Captain Atom served Eiling, the government and Eiling prepared for Zmecks return. When Clifford Zmecks returned Eiling had the government implant small bombs under Zmecks metallic skin while it was malleable so he could be easily controlled and prevent him from going rouge. Eiling has Zmeck, now known as Major Force, partner with his other pawn Captain Atom. Major Forces brutal ways and Eiling constant manipulation causes Adams to break free of his controller but Eiling kept Major Force under his control and used him as his personal enforcer.
Wade Eiling eventually recieves the devastating news that he suffers from an inoperable brain tumor. Eiling sends troops to recover the indestructible and immensely powerful body of the Shaggy Man from the Ocean. Green Lantern and Aquaman fail to stop the troops but while Eiling awaits his prize he orchestrates an attack on the JLA. The military attacks the super team but the assault is led by The Ultramarine Corps. The members of the Ultramine Corps, of course unknowing they are merely pawns of the general, were enhanced by Eilings team of scientists. Eventually Batman, Huntress and Plastic Man track General Eiling to his hide out where they discover he had successfully taken over the Shaggy Mans body by transferring his brain patterns into the body. They see General Eiling has shaved the hair off his new indestructible power house body and now calling himself 'The General' he joins his forces attack on the JLA. The armed forces suspect their Generals orders and intentions and the Ultramines had also began to suspect the General because each of their odd health condition. Superman uses his super senses to reveal to the Ultramine Corp members have diseases and are pawns of General Eilings quest for power and control. The Ultramarine Corps are furious because they volunteered out of good faith and switch sides to aid the JLA. The combined efforts of the Ultramarines and JLA are unable to stop Eiling in his new powerful form but Batman comes up with a plan to get rid of him. They teams are able to fight and lead Eiling onto a transport pad which teleports him onto a huge space rock at the heart of an asteroid belt in another solar system.
The General is marooned on the rock for months until he is visited by Queen Bee on behalf of Lex Luthor in order to recruit him into his new Injustice Gang. He joins the team in hopes of getting revenge on the JLA because he is angry because he was banished to the asteroid without a trial of any kind. His next confrontation with the JLA he is better prepared and part of a coordinated attack. Eiling even implements a large machine gun in the battle. Their fighting leads them to a White Martian warship inside the Phantom Zone the ship Eiling they are in is part of a plan of his of course. The General intended on harnessing the ships devastating weapons and using them on Earth. The heroes formulate a plan to banish the General once again. Orion has his war dog, Sturmer, tackle Eiling through an airlock in ship. Eiling goes through the door and is again marooned, this time in the Phantom Zone, where he can do no damage or hurt anyone.
Of course General Eiling escapes the Phantom Zone, how he did is a mystery, and continues to be a thorn in the side of many heroes. He is seen fighting Green Lantern Hal Jordan, among others until he is recruited into the super villain team know as the Society. He is just one of hundreds of villains in the Society. The Society plans on going to war with the heroes and the first part of their plan was The Battle of Metropolis, which Eiling was a part of, but the Society members are defeated by the combined efforts of many heroes. Eventually The General is recruited into another team, the Suicide Squad, lead by Rick Flag the team is assembled in order to bring in a specified target. General Eiling betrays his team to their intended target. Rick Flag had prepared for the Generals traitorous and deceptive ways by implanting a small explosive device with in General Eilings head. Rick Flag detonated the bomb in order to punish and stop the General for his betrayal and evil past. The injury sustained from the bomb eventually but slowly regenerated but left him with slight amnesia.
