Once a Guardian of the Universe, Ganthet was exiled from Oa along with Sayd, a fellow Oan. They went on to found the Blue Lantern Corps, the heralds of Hope. Ganthet inducted himself into the Green Lantern Corps to aid in the fight for the Blackest Night.

If he truly were he wouldn't be crapping his pants for the black lanterns now would he.

I suspect he is as powerful as the Spectre at least if not more powerful.
