I think Gaara wins. His sand is independent of his own will, so he can use the Sand Funeral. Even if Neji does the rotation, he can only hold it until his chakra runs out. If Gaara pushed the attack so that the sand just enveloped and kep the sand covering he could keep it on until Neji tired out. Then he crushes him.

Gaara would win, due to the fact that Neji's fighting style requires that he be extremely close to his enemy. No matter what era of Naruto you put him in Gaara would win.

Gaara is awesome and shown to be more deadly than most other characters. But Neji Hyuga is my favorite, and a large part of that is because of his powers and style. He has such great potential and genius level ability that I don't think impossible or unthinkable for the creators to find a way for him to beat Gaara. But as the first part before they age Gaara is shown to be nigh unstoppable.

Gaara. Neji, even if by some act of fate, was able to stop Gaara's chakra, he can still the sand that he has infused with his chakra.

I honestly think that nine out of ten times Gaara would win. Neji is a genius, but Gaara is a Kazekage. Neji's style is too close range and " Gentle" to affect Gaara.

If Gaara went against Neji Hyuga I'd have to say that... Most likely Neji would win... The only way that Gaara WOULD actually win is probably if he brought out shukaku, when Neji has a blood line trait and can just keep fighting without stalling about.
