    The Doll Man has been charged with the murder of the District Attorney, David Pearson. The Freedom Fighters discuss what to do about the situation. The Black Condor is sent out to search for the Ray. The Human Bomb, the Phantom Lady, and Uncle Sam journey to Minneapolis, to investigate a robbery. The Ray battles against the Americommando. The Ray burns off the Americommando's mask, revealing him to be the Silver Ghost. The Ray is shot down by state troopers.

    The Silver Ghost leaves the Ray to die. The Ray is discovered by a mysterious stranger. The Doll Man reveals his origin to Martha Roberts. A chemical composition gave Darryl Dane, a scientist, the ability to shrink to doll size. Dane, as the Doll Man, used his newfound abilities to apprehend a homicidal black mailer. One that threatened the life of Robert's counterpart on Earth-X. While the Freedom Fighters were engaged, taking out a Nazi supply ship, in New York harbor, Nazi soldiers captured Roberts, and her father.

    The Nazi's tortured Roberts, and her father, to garner information about the Freedom Fighters. Eventually, the Nazi's murdered Roberts, and her father. Upon discovering their bodies, the Doll Man tore into the Nazis, mercilessly beating them, until the Black Condor, the Human Bomb, and Uncle Sam could restrain him. The Doll Man's court appointed defense attorney, Fred Snyder, introduces himself. Uncle Sam spots the Catman in the midst of a robbery.

    The Human Bomb, the Phantom Lady, and Uncle Sam confront the Catman, and his trio of Cat Burglars. Uncle Sam belts one of the Cat Burglars, only to discover that, like a cat, he always lands on his feet. The Human Bomb swings at a Cat Burglar, who easily dodges the punch with his cat-like agility. The Phantom Lady uses her Black Out Beam to blind one of the Cat Burglars, only to discover that, like a cat, he can see in the dark. The Phantom Lady turns immaterial to dodge the Cat Burglar's attack.

    Uncle Sam beats the nimble Cat Burglar into unconsciousness. The Human Bomb strikes the dextrous Cat Burglar with his explosive fist. Though he still lands on his feet, he does so unconscious. The Human Bomb, and Uncle Sam, team-up to take out the see-in-the-dark Cat Burglar. The Phantom Lady beats the Catman into unconsciousness. The Minneapolis police do not attempt to arrest the Freedom Fighters. Snyder finds the Doll Man's story, regarding his innocence, implausible, if not impossible.
