Congratulations you are the new Majestor/Majestrix of the Shi'ar Imperium and empire so vast that it spans the length of your known galaxy with thousands of worlds under its sphere of influence and arguably the strongest Super Power in the known universe with your vast military and famed Imperial Guard at your personal disposal.

On the second day of your rule a coalition of the most powerful noble houses and Generals seek an audience and pressure you to come to come to a final solution for the Terran problem, the galactic non-interference treaty regarding Earth with the other powers be damned.

Despite being vastly technological inferior to the empire the super human community of Earth has repeatedly repulsed the Devourer of Worlds, passed the judgment of the Celestial Host and later slew the celestial Exitar the Exterminator (with an axe no less!). Played a crucial role in the end of the First Kree-Skrull war among other and multiple incidents

The Imperial Court reminds you of some other incidents (Pros and Cons) with the earthlings that have directly affected the empire itself:

  • The Phoenix incident at D'Bari (a Shi'ar protected world) where the cosmic entity overcome with human emotions consumes the local star which exterminates the local population of five billion in the resulting super-nova. The empire has spent blood and treasure to prevent this from repeating, even going as far as terminating the human bloodline known as Grey, since it was first thought that the Phoenix Force was drawn only to that specific genome. Recently evidence has proven that assertion false and the Phoenix Force continues to interact with the mutant population of earth on an almost annual basis.
  • While the Imperial Guard was off the Throneworld the cybernetic species known as the Phalanx invaded and occupied the homeworld. Only through the efforts the super-human (mutants) known as the X-men was the Phalanx occupation ended.
  • The Battle of Chandilar where Galactus attempted to consume the homeworld and was defeated (and thought killed at the time) by a coalition of heroes including many humans.
  • The possession of the former Majestrix Lilandra by the twin sister of the Majestix human lover Charles Xaiver resulting in a bloody civil war within the empire.
  • The subversive activity of the super-human team known as the Avengers during the First Kree-Shi'ar War
  • Brutal coup by the human (mutant) known as Vulcan resulting in another civil war in the Imperium and defeat by the Kree in war at the time lead by another sub-species of human known as Inhumans.
  • During the Builders War the Earth Avengers took command of the Galactic Counsels remaining military assets after the armada was defeated in first contact with Builders and was able to defeat the Builders resulting in many worlds to look upon the humans as "saviors". The empire later assisted the Avengers in liberating the human homeworld from the space pirate Thanos and his forces.

Before judgment can been rendered the Imperial Spy-Network has learned some vital information of great importance which could affect your judgement:

  1. The recent Time Fracture which resulted from too much stress to the space-time continuum resulting in tears across time stream and Universe appears to be Terran in origin.To this day the Terrans continue to abuse time travel putting further strain on reality itself.
  2. The Earth seems to be subject to what the imperial scientists have name "Incursion Events" where alternate earths are intersecting this dimensions Terra. Further information on this events should be the Empires top priority.

With the information provided what should the Empires course be and more importantly why, for each choice there are many possible ramifications?

Nuke it into oblivion. Earth is like the breaking point of the whole MU. Who warps reality on weekly basis and universal scale? Whose Elder gods endanger the whole universe? Who spawns Thanoses and Ultrons? Whose great thinkers broke time and space? Who defies cosmic rules and gets out with it? Hell, who kills cosmic beings like a bunch of exquisite serial killers and lives to tell the story?

The mere existence of this wretched planet makes no sense in universe.

This would be a far more awesome 'event' than the last few hero vs hero ones.

I'd say first thing they do is offer to evacuate the planet and split humanity up on separate worlds and colonies, while offering military roles for most 'heroes' and 'villains'. (Putting them under control, but keeping them useful.) They would, of course, refuse.

Doom has seen the realities where humanity was wiped out in order to protect the universe from them, and I could see him leading a counter attack.

I could see the more 'cosmic' heroes that can operate in space (Ms. Marvel, Blue Marvel, Thor) on defensive around the outside of the system.

More tech oriented heroes (Avengers AI, Iron Man, Mr. Fantastic) trying to re-activate the shield used in Maximum Security.

Also, Epic Thanos & Starfox vs the Imperial Guard on Titan.

I agree. There are numerous alien races, some of which have attempted to destroy the Earth, the solar system, and/or humanity, and it would be cool to finally be forced with a clear decision that would leave the heroes being heroes, but have justifiable disagreements and conflicts. We rarely get to see Marvel heroes pushed to a point where they need to confront the ultimate superhero trope of not killing, but an alien race having the means, the intent, and actually starting an all-out attack on Earth could do it (and no, not one of those "We'll conquer Earth cackle cackle"-type plots, but something like wiping out nations, capturing numerous civilians for slave labor and experimentation, and basically things that have only been explored in alternate Earths such as AoA).

One of the best alien movies I've seen in a while was "Dark Skies", and part of that movie concept was that humanity kept waiting for an invasion to happen, but it had already occurred, and Earth was basically a lab experiment run by extraterrestrials and we were the rats. Very different take on the "the invasion is happening!!11!"-type storylines that give us a hope of beating them back.

P.S. That Doom reference is why I said you might as well start with Latveria lol.

I can't see Earth surviving if Gladiator & his crew wanted earth gone so it makes me think something else will be the problem just like in Annihilators Earthfall.

What is really stopping them from attacking Earth anyway? Between the Kree, Skrull, Spartax, and Shi'Ar , Earth can't do jack!

Coming Galactic Retribution?

It was almost like Hickman read my post and put it in todays current Avengers, they even had a debate in the Shi'ar court. The might of the galactic empires comes for Earth!!

however, this presents as the riskiest of the options, should the attempt fail. If the Terrans get wind of whats coming, the sheer number of galactic and even cosmic level threats on this one planet could spell doom for the Shi'ar... and the galaxy at large, since we've seen that the Shi'ar in spite of their aggressive expansionism, are actually a stabilising force for the galaxy in face of the Phalanx, Brood, Kree... just to name a few. Should Terra count the Shi'ar as active enemies, rather than occasional allies/occasional foes, the unifying factor would unite Hero and Villain as never before, unleashing all the awesome powers of earth upon the Shi'ar. They have their threats too, but they have always been shown to be more limited, with only Gladiator showing any true ability to tank a whole team of heroes. The Strontians are practically extinct, so they're not going to be able to save the rest of the empire.

I remember an issue of X-men unlimited Deathbird asked her councilors what the chances are that five mutants (Jean, BIshop, Scott, Beast and Rogue) can defeat one thousand Shi’ar, and she was told that the Shi'ars chances were not good. Jean alone destroyed all of their weapons in a fit of rage, and the only alternative was to initiate the self destruct sequence of the ship to take them out, they should learn to just leave Earth alone.

this is very true. hands-off would probably be the best option. Just not a very shi'ar one. they are a very aggressive species (based on their avian-analogue ancestry no doubt - predators one and all)
