dr. psycho is what I would want to do, but I haven´t figured what I want to do with him completely yet. One things certain. he´d need a power upgrade, telekenisis, telekentic powers and the ability to errect a force field around him, so when it came to actually taking on ww, he could. But I´d make his psychic abilities vastly more powerful and sadistic than we´ve ever seen before.
As for his origin, I´d really have to think about that one.
