Is Superman the leader of the justice league or is batman?
I don't think they have any official leader, but the public and most of the members themselves probably see Superman as the leader.
Batman is the leader in the new 52 but the pre new 52 League had a rotating chairmanship

While I agree it's Superman, I would think Aquaman would be the best leader.

It was Superman till TDKR made Supes and B rivals, the Morrison era where it became a shared leadership because Batman was more popular, but Superman was still more iconic, and now it is just Batman.
It's a popularity contest, really.
There is no specific leader. We've seen multiple members take leadership in a variety of situations.

Pre 52 I think it was a team thing and everyone listened to everyone. Superman seemed like the go to. When he spoke, everyone listened.

Pretty much this. No one character has ever assumed leadership, like Superman or Batman used to Pre-Flashpoint

new 52 wonder woman is literally the last person on the team i would choose as leader
she is way to hot headed and jumps into situations before she knows whats really going on
(i could be wrong and new 52 ww progressed a lot, i had to stop reading comics for a bit money trouble)

Superman is the strategist and has the charisma that holds the team together/garners public support. That's why he's at the "center" of the Justice League and the Trinity.
Batman is the tactician and detective whose suspicions protect the teams from the shadows. He's Superman's main advisor.
People follow Superman out of love/inspiration. People listen to Batman out of fear/respect.

Batman is an ineffectual, self-proclaimed leader who isn't taken seriously by the others. He just gives motivational speeches to the other characters who can save the day on their own.
Meh. At the moment Batman takes it but I do believe it should be situational to be honest.

To make it very simple, Superman is the powerhouse of the team. He's the one that embodies pratically every trait his teammates have. He's more powerful than Wonder Woman, Aquaman, Cyborg and Green Lantern combined. He's has fast if not faster than The Flash, although of course the Flash has one major advantage, because of the Speed Force he can run at supersonic speeds without causing mass destruction wherever he passes, Superman on the other hand he cant use the same speeds, because he would cause untold destruction due to the shock wave we would produce moving at those speeds.
Batman, is more the strategist of the team. He's the guy with the plan. And because he's so smart and paranoid, he has contingency plans for almost every scenario, giving him an almost superhuman ability to adapt and create strategies that take advantage of each of the team members abilities.
In short. Superman is the power, Batman is the brain. But neither one of them are the leaders of the Justice League. The JL has no official leader. They are unique people that come together to work for a common goal.

In all honesty their isn't a define leader on the team, because none of them carry all the aspects to being a leader in Justice League standards.
Like many have been saying, At a strategic level Batman would be the leader. As a moral compass It would be Kal but honestly I think its best to view the league as more democratic based, they all get a say, all have strengths to benefit the league, but the opinions of the trinity are usually held in high regard.

You people are silly ... Superman is pretty much in the center on every Justice league photo ...He is also usually the one giving speeches and making the plans.
New 52 though he is not leader.
Pre New 52, Superman did hold the position of Chairman and leader of the Justice League on several occasions, though the Pre New 52 JLA was often a 'first among equals' kind of team, where all the members contributed their own values, expertise and thoughts on dealing with threats. But yeah Superman was a leader alongside Batman Pre New 52.
However, in the New 52, it's established pretty clearly that Batman is the de facto leader of the Justice League due to his strategic and tactical mind. None of the other Leaguers have the authority and experience they did Pre New 52, especially not New 52 Superman. So the New 52 Justice League is more obviously led by Batman this time round.
@opis34: Depends on run. Several characther had been leaders of JL or JLA, but often they change the tittle like for exemple when Black Canary was the leader of JLA, she was the chairwoman of JLA. What is importante knowing how their leader the JL/JLA. Superman uses his charisma while Batman uses his skills.
@lvenger: In the New 52 it feels like Batman tries to take the lead, but the others don't listen much. Aquaman and Wonder Woman are both defiant. Probably because they are both a King and Queen.
I have noticed though that when the League makes a big decision (like Lex joining them) Superman, Batman and Wonder Woman decided together without the rest.
