he's said before that it's to cover up the fact that he's scared or nervous but it also helps to keep the people that he's fighting off balance

It's from Avengers,he was telling that to the whole team.
He makes jokes for the same reason Deadpool does and now Iron Man. They are arrogant. Now that is not at all a bad thing. Their arrogance does not turn into hubris (most of the time). This is perfect for them because they can both annoy their opponents while keeping a relaxed atmosphere for themselves.
Problem is many characters do the same thing now, leaving him with no uniqueness, it's even apparent in non marvel heroes like Duke Nukem, Spyro, Archer, Dante, Date Masamune any cocky hero in fiction, you can see the existence extremely cocky badass who jokes in a fight and has fun belongs to Spider-Man, I wish creators would acknowledge that prospect.

No body likes not being taken seriously, doubly so for ego maniacs. If he fought them silenced , they would have grown even more cocky and secure in their power. But by being mocked from their looks, their power, and how they dressed, well egomaniacs can only take so much. It's worse because Spiderman beat them doing those things, and then keep on beating time. Their pride is brusied by that point and Spidey quips are kind of like verbal whips by that point.
Note how the villian always seem extremely happy whenever they get spiderman to shut up or hurt him badly enough to shut up.
