Spectacular Spider-Man: If Norman Osborn lies were true?

Hulk have been re-watching episodes of the Spectacular Spiderman and Hulk saw the episode where Norman reveals everything about Green Goblin. Well, Hulk was wondering. We all know Norman lied about Harry being the Goblin. But, what if Norman was telling the truth. What would happen? What if Harry really was the Goblin? What stuff would go on?

i dont think it could be true due to the fact goblin kidnapped his own son towards the end of the series. What could've happened is that harry eventually becomes the goblin due to anger at spiderman and potential anger at peter for trying to steal gwen from him
