The Rated R Superstah was a C.I.A. recruited sniper exclusively utilized as a surgical weapon in selective top-level situations. Sadly the sophisticated artistry in which the man displays his craft does not extend to his capricious personality. Described as reckless, a wildcard, and in one report, "Deceptively charismatic fueled by a repressed homicidal fixation with obvious racially motivated undertones." Meaning he was the perfect candidate for Charlemagne LeBeau's Ultra-Sapiens program. A privately founded research and development project falsely packaged to the public as Medical Sports & Science program promising a natural alternative for Steroids. In truth though the Ultra-Sapiens program had first been the brain child of a frightened World caught in the Nazi induced cloud of paranoia at the height of WWII. As proclamations of the superior race were being shouted from the streets of Germany leading many to speculate the possibility. It was this fear that brought some of the Worlds most powerful people to conspire in secret forming a modern day Illuminati order named, Red September.After their first meeting the secret society would begin meeting annually Every 5 years starting on April 30th, 1945, the day Hitler died. Originally the group’s grand design was for “a One World Government (World Company) with a single, global marketplace, policed by one world army, and financially regulated by one ‘World (Central) Bank’ using one global currency. But with the arrival of the genetically superior Mutant race, and other various meta-humans, and superpowered Capes, the cabal's solitary agenda has been focused squarely on the undisputed advancement of the human race over their evolutionary cousins. So when one of its original members (as well as a secret mutant) and scientific genius, Dr. LeBeau fathered a matrix of pure evolutionary perfection, they took it upon themselves to guide the child from behind the scenes, shepherding him through to his adult years. Not a mutant, not a meta-human, just human with the added benefit of being genetically advanced thousands of years up the evolutionary ladder towards the upper-echelon of human progression. And so Charlemagne LeBeau became the first authenticated Ultra-Sapiens and would spear head the cultivation of Red September's Ultra-Sapiens initiative.
Charlemagne's unquestionable first pick to prop up as the U-Saps poster child was a home grown American jedi (not literally) trained by the one of the countries most prestigious organizations, the C.I.A. Injected with a serum engineered by Dr.LeBeau and later perfected by Charlemagne himself, Rated R was officially turned into the second Ultra-Sapien. Augmenting his speed, dexterity, strength, ability, and mental prowess, through rapid incubated acceleration of Noncoded DNA (junk dna) as its manually manipulated into Coded DNA sequences of the genetic tree. Jump starting Humanity addressing what they perceive to be an unnatural imbalance through science and innovative weapons advancements.
