An international--and interuniversal--war has begun.It started when the BPRD discovered Hellspawn remains in a gutter in Moscow.Abe Sapien studied these remains,but thev Hellspawn took control of him and he proceeded to tear town the SHIELD base.The Umbrella Academy,Avengers and JSA were sent to combat this calamity:Hawkman,Spaceboy and Ares fought a death duel with the new Hellspawn.....but they were overpowered and slaughtered.The government gathered a team known as the "Allies" to take down the Hellspawn,who eventually crumbled,but sent a seed of hatred into the hearts of every person in every universe.The Allies were forced to fight off the newly christened "Axis" who consisted of former superheroes.
A new civil war has begun.....and this one spans every imagineable superhero universe.Including the Vine.
The allies are mostly villains*who have been promised money*and powerful heroes.
The axis is everyone else,especially government sponsored heroes.
