Not for vengeance, but if it saves a whole bunch of people that couldn't be saved otherwise (or otherwise saving them is a a much bigger risk), then the Wanderer would kill one person. As for specific people he'd kill for, it'd be any of his immediate family, fellow WAL members (past and present), Veritas (the ones of them he knows, anyway), ICE and VT/VP.
Being ordered by superiors to kill however, will most likely fall on deaf ears.

In most cases Talon would kill just about anybody that suits her gain, she's from the future she knows who can die who can’t die and who's expendable. Yet she'll kill for any and all of her friends past present and or future, she'll go to any lengths to avenge someone’s death and regain their honour. She’ll also kill for her child, and the young girls future to ensure its better than current.

David (Dreamcatcher) Does not know who to trust. So... for protection, he would kill innocent people. But only for protection.
Tank would kill for a lot of things, a thrill, his life, a grilled cheese sandwich, but he is just as entertained by the thought of his own death. He sees himself as a necessary evil to offset all the goody two shoes. If someone were to come along that didn't spike his desire to kill, he would see that as something worth fighting for. That's quite a skewed view on love, but a man who can explode with a snap of his fingers is rarely labeled as stable.

Popeyes chicken would give my character enough reason, or if this guy is being a douche bag to him .
