Once you Register the idea is that you will be properly trained (like cops, FBI, Military people are). Your name (real name) will be on file. No longer will your identity be kept secret. You will no longer be a vigilante operating without any oversight. You will be held accountable for property damage, loss of live or injuries, etc etc...
