Utopian Registration Act (Provisions)

The Utopian Registration Act (Also known as URA); the act is currently in the process of being passed, with only 5 months until Registration is mandatory. The U.N is looking to invoke the act globally; all countries who don’t comply with the U.N’s act will be boycotted…

· Meta-Humans using their powers actively must obtain a Registration Card and a license from the Trinity Foundation, must have Utopian protection Insurance.

· Meta-Humans not actively using their powers must obtain a Registration Card from the Trinity Foundation; Also they must use the Utopian Civilian insurance (Provided by Utopia, this is not the same as the insurance above)

· Meta-Humans acting as “Super-Heroes” will register Name and abilities to the Trinity Foundation; Registration Cards aren’t required however they are required to wear an Ecosphere.

· Foreign Meta-Humans are permitted to register with the TF as well; however a green Registration Card will be issued bearing only the abilities of the individual.

· Newborns of two Meta-Human parents are required to be registered at birth.

· Halfblooded Meta-Humans will also register.

· Meta-Humans with extreme mental irregularities must register with the Trinity Foundation 2 months from the proposed date.

· Nuclear based Meta-Humans will register with the Trinity Foundation and receive a Hazmat class and license.

· Meta-Humans with more than five years in prison for a Meta-Human related offense. Will be required to register as “Living weapons of Mass Destruction). Above Class Two Only.

· The Practice of ability mastery must be done at a certified school; or at the Trinity Legends academy.

Classes

Class I. Peak Human- This Class is designated for Meta-Human with augmented human abilities. This includes but is not limited to. Heightened senses; heightened hearing; Peak Human Strength and Stamina.

Class II. Super-Human- This class is designated for those Super-humans with projectile like powers.

Class III. Mental- Humans. Meta-Humans with the ability to invoke mental trauma or mental espionage.

Class IV Nuclear/ gods. Metahumans with Nuclear abilities and gods of any sort fit here.

Class V. Cosmic Level Threats.

The Ninjan Exclusion Act

-Intergalactic travel between Ninjans born; In Utopia and Ninjeta is forbidden. Ninjan Immigration into Utopia is suspended for the Next 10 years.

@Andy Steven Summers: Yes. The only reason they are in Class IV and not class V is because; there aren't any known Utopians with Class V abilities. So I created class V with the intention of those being characters I made. Maya herself is a Class V threat; thanks to her abilities to Warp Reality.

If your character has powers for most of these classes, then his/her class is the most severe
