Ultimate Hunger Games- Nominate your tributes!

So, some inter-dimensional being (Mojo?) decides to put on their own version of The Hunger Games, to be broadcast for the entertainment of the masses. Which district would you choose to represent, and which tributes would you nominate to represent your district?

RULES:

• Each District is represented by only one male tribute and one female tribute, both of which have to be under the age of eighteen (at the point in time which they're taken from- past child versions of characters who are now adults are accepted)
• Each distinct reality constitutes a different 'District'- so we can't have two sets of tributes representing the same universe (eg. DC's Earth-1), even if they're from opposite sides of it.
• The total number of districts will depend of the level of interest. If it's low, then we'll go with the standard 12 Districts, but if there's enough interest, we could either increase it to 24 districts or expand the roster by allowing two sets of male and female tributes to represent each district
• No-one too OP (pretty please. Just want it to be interesting, rather than simply 'Goku stomps')
• The entire planet of Cygnus 4019, from DC's Salvation Run, will serve as the arena

I'll start first, with the only tributes who can't really be left out (who, more than likely, will be among the very first to die in the arena, due to their relative weakness)

Male Tribute- Cato
