The Locale, as it has come to be called in the modern age, is one of the largest criminal enclaves worldwide. Located on the coast of Poland in an abandoned German base left behind after WW2, this hub of dealers, smugglers, and terrorists oversees a large chunk of the illegal trade network, be it in weapons, drugs, or the thugs that heroes often have to beat the crap out of before getting to the real villain.
If your looking for mercenaries, arms/equipment, or ways to get some easy (or not so easy) cash, and you aren't particular on how you get them, the Locale is the place to go. Were sure you'll find your way.
History:
During the Nazi occupation of Poland in 1940, the Germans erected an underground base on the coast. It was never known what the base's purpose was, as nearing the end of WW2 the citizens of Poland set the base aflame, with it's occupants hiding inside. The smell of burning flesh still lingers in some corners of the Locale...
Roughly a decade later, a man by the name of Joseph Hammer; at the time a wealthy, but mediocre weapons dealer; purchased the rights to the land and the base. He originally simply wanted to build a beach house for him to retire in (which he did), but when he discovered the underground base he was stricken with delusions of grandeur.
Postponing his retirement, Joseph continued his trade, putting all his earnings into retrofitting the base. He continued this until 2003, when chose to expand his trade... by eliminating all competition. He payed for the best assassins he could find, and armed them with the best equipment he could pay for. One by one, crime lords around the world began falling, and he gave what remained of the criminal organizations a chance to work for him or fall apart. He waged this civil war for five years, until his own men rebelled against him. He was buried within the base that had started it all.
After that, the men split his wealth and power among themselves. Most went their separate ways, but four, just as stricken with delusions as Hammer had been years before. They combined their shares of Joseph's criminal empire, and formed the Locale as it stands today, leading it behind a veil of secrecy, naming themselves the council.
Sects:
The Locale is split into multiple sections, or Sects. This is most meant to keep things organized, and powers separate. Best that petty cocaine dealers don't accidentally wander into a group of disciplined assassins. The sects are listed below.
Central Hub-
The center of the base. This is what you'll see when you'll walk off the elevator. Almost reminiscent of a mall, the way so many people just walk around here, some taking seats and chatting to one another. This is where most non-secretive meetings are held, if you want to meet new felons just like you. Or, if you don't want to do that (like most), you can just head to one of the four major sects.
Bounty Sect-
Located at the southern end of the base: This section is where you'll find all manners of assassins, mercenaries, hitmen, and enforcers; all congregating around the bounty board, usually. If your one yourself and are looking to be hired for something besides going after the heads of the hated, you can also have yourself listed as "for hire" by the Locale's criminal navigator, Lila Murphy (AKA me). There is a barracks in this sect reserved for Ultimatum, the Locale's resident guild of assassins. Their members get first notice to jobs and hits, and sometimes take in recruits (not often, however).
Dealing Sect-
Located at the western end of the base: This section is populated by illegal traders and professional smugglers. Again, almost looking like a mall, this section has aplenty of stalls set up, selling everything from endangered fish to experimental plasma cannons. Dealers are often looking for smugglers or bodyguards, so they often report to the Bounty Sect to set up specialty jobs.
Espionage Sect-
Located at the northern end of the base: This section is a bit more complicated than the others. You usually have to bribe the guards standing beside the armored door just to get inside. The majority of the small population in this sect are spies, hackers, and thieves, eagerly waiting for high-paying clients to walk in, as this is where most official clientele, such as those affiliated with governments, go for their needs. In addition, if you need to have a more private place host an negotiation, or an interrogation, you will be treated to private rooms where you can enact your deal or extract your information.
"Command" Sect-
Located at the eastern end of the base: Although this section is officially meant for recognized crime lords to meet and arrange business, this section is more or less a lounge and bar so that the lords can get drink and joke. Formal business truthfully rarely happens in here. Recognized criminal leaders are allowed in, as deemed by the Council. Anyone else requires payment, invitation, or an escort to get in.
