The Gritty Reboot

So, I'm thinking of bringing back my first ever RPG character, Frankie the Baby. Only, when I made him back in 2012, it was just a goofy account. Didn't even use it. Wrote an unintelligible bio and lost the password. But I'm thinking about making him a legitimate character.

Basically, the general idea is this: He's a baby. His brain is advanced far beyond that of a typical baby's, giving him cognitive functions on the same level as an adult, and telekinetic abilities. He uses this to fly, primarily, but often uses it as an offensive and defensive power is as well. He wears only a diaper, a holster, and on occasion, a hat, and is almost always seen smoking a cigar. Yes, he has the voice you're thinking of. He's a cop with Gothic PD, and solves crime and stuff. As a telekinetic talking baby.

What say you? Too goofy to be legit in the CVnU? Or does Frankie have a shot?
