There are so many things you can do I already have about 90 diffrent sick ways to kill them in my head , Also story wise , It could be they are being controled by a queen , Or the Devil has sent them forth to reclaim earth, Or a load of powerful dark wizards got a plan to take over the earth, this rpg has got the potenail to go far , Just make it funny (Army of Darkness) I would not make it serious just have some fun with it.

before I do anything, is this happening worlwide, or is this a specific city?

So, another thing, are the zombies magical in nature, or is this a virus? Are they satanic, or just the result of chemical what have you? Important to know these things...

I know that they're real zombies, but are they evil, kind of like Vampires, Undead in that they are not creatures of God, or are they scientific in nature? Things like that I like knowing...

Whoah, blast from the past. If you want a Zombie RPG it might be easier to start a new one. That way there wont be any loose threads and you can call the shots about why the zombies are running wild.
