Having extensively prepared for the commenced political event circulating across the United States, the enigmatic Impero intends on exacting direct intervention. Immersed in a spiritually beneficial trance, he is joined by the ancient Keijijo Elders in the ominous quarters of the clan Grandmaster. Seated on a hard wooden floor, they achieve collective spiritual harmonization not only with themselves, but with higher metaphysical planes. Intent on doing so to directly rely on his comrades' metaphysical might to achieve a form of telepathy superior to his own, Ishin is quick to issue a mental message towards the Court of Arcani representative, Amaranth. "Amaranth-san, I'm certain you've grown aware of current events. The Registration Act is now a law in the United States. I've been watching the outside world closely, this law seems to be exclusive to the United States at the moment. However, possible success could lead to probable global expansion of the law which would eventually reach the home of my people", indeed, he was concerned for the future of the Keijijo.

Further elaborating, he concludes, "I'm not a man of violence. But if a bunch of Western clowns attempt to force this on us in the future, I'll have to snuff them all. Soon I'll be in New York. Meet me there when possible. You know how to contact me". Rising to his feet, the mysterious Impero stands to his full height prior to bowing respectfully before the present Keijijo Elders, their meditative purpose, the omnipotent monitoring of the entire Reisho Monastery during the Impero's absence. Gathering a series of esoteric weapons and items ranging from his personalized sword Hansha to his trademark Keijijo Geijutsu teleportation kunai, Ishin departed from the legendary monastery. Clad in his inapparently armored militaristic hooded attire and iconic alabaster mask, he headed for the city of New York. Standing in the outskirts of the snow pelted monastery, Ishin's initial intention was using his fearsome speed to travel to his desired destination, practical it was, but his explosive entrance would effortlessly attract unwanted attention. Instead, he relied on the unique properties of one of his recent inventions, the Potaru Amulet. Using its powerful link to the various metaphysical particles of higher dimensions, Impero executed an instant metaphysical leap towards New York.

Manifesting atop an indistinct building rooftop, the temporarily concealed Ishin recalled his previous statement to the masterful Knightfall heir, and a former pupil, Quintus Knightfall. Hoping that the Living Weapon carried with him the unique amulet previously given to him by the Keijijo Prodigy, Ishin telepathically reached the brooding Knightfall, "Quintus-san, its me, Ishin. No doubt you've heard of the Registration Act's start. I intend to oppose this with every fiber of my being. I'm in New York at the moment. Where can we meet?", he concluded, unaware of Quintus' current situation or specific location.

You know, I think the biggest problem of the cape killers is three things, actually. After the New York incident, we were all convinced they were pretty much done, or at least totally weakened. That proved they didn't work. They lost their home. Right? But then, now, they came out in such large numbers, so powerful, so fast. No one saw it coming. So naturally, everyone goes out to challenge them right away...and gets their butts handed to 'em! Massive takedowns, prisons...Death sentences. They couldn't react. It's the fatal flaw in beings, or the law of nature that says the most fit will adapt and survive. And really, no one's really prepared for something like this, even if we did see the registration coming from miles away. Me? That's just perfect.

Because when things change in an instant, it's almost fast enough for me.

 Mostly, smaller squadrons of Cape Killers patrolled the streets of Wisconsin, concentrated most heavily in the Madison/Mazomanie area. The low numbers were due mostly in part to the fact that 1. Wisconsin was still more famous for their serial killers than their costumed heroes, and 2. Most of the heroes there were small time. As previously monologued, they didn't stand a chance. Came out like some kind of peace champions, fighting for their rights. And they failed. Word spread around pretty Quickly, and the remaining vigilantes went into hiding to plan out their next moves. Rooting them out was almost a dead operation. But they lingered, around Madison and surrounding cities and towns.

Now, a line of the superhuman police had cornered a small group of heroes attempting to arm up in a storage house. Backed into a corner with nowhere to run, they resolved to face their fates like the heroes they had been up until that point. This made no difference to the Cape Killers, who were to exterminate with extreme prejudice. Lined up, their eyes started to glow eerily red, intent on frying the [former] heroes, most of them still young. 

All of a sudden, one head jerked to the right and the Cape Killer whom it belonged to fired prematurely, a direct line right into the ear of the man next to him. Which in turn set off a chain reaction of lasers and carnage in the storage house. Before anyone knew what happened the heads jerked the opposite direction and the Cape Killers were soon lying on the ground. Standing a few meters from the bodies, the golden Quickster stood, cracking his knuckles, sneering over his shoulder. "Feels good to be a hero again."

"Q? I thought you'd gone bad," one of the other heroes called out. They were all glad, really. Max had been heralded as the future of Wisconsin's heroes, even the world's heroes at one point. Before he started aging. Had he gone back to his old heroic ways?

"I just said 'it feels good to be a hero again.' What part of that don't you understand? Man, you are really slow. HeylistenitwasreallynicetalkingtoyouguysbutIgottago." And with that, he was off again.

"No." Charles says, bluntly. Standing in the main hub of the base, with Thomas and some guardsmen facing him. Emotion invisible behind the visor of his helmet. "We don't have a choice." Thomas says calmly. "You may not, but I do. I'm not gonna go hunting for anyone but who I please. The fact the list the fat man provided started with several people who were aiding in the Invasion of New York tells me exactly what kind of people you want me to hunt down." Thomas shakes his head, frustrated. "The states own me here Charles. The "fat man" from the Pentagon is just doing his job. Just like me, and like these guards, and like you will too." Charles stares for a few seconds before continuing. "Not good enough." With that, Charles walked straight past Thomas and the guardsmen. "Charles, where are you going?... Guards, stay here. I can deal with this." Leaving the guards behind, Thomas chases after the armored leviathan. They walk down a hallway, Thomas repeatedly trying to plead with him to stop and talk. He doesn't. 
 
Charles opens the door to his bunker, stepping in and opening the small equivalent to a closet he had. Thomas was distressed. "What are you doing? You know you can't fight this." Charles pulls a pack from the closet, filling it with a few basic supplies. Seemingly ignoring Thomas, the silent giant once again walks by him, going further down the hall. Towards the labs. Thomas quickly takes out his communicator. "Guards, we need you one Level D in Hallway 4." Putting the device away he follows behind. Charles steps into one of the labs, catching the looks of a few scientists, though not disrupting their work by any means. Entering a containment chamber for any materials in line for study, he began searching the items. "Charles... I have no problem with you leaving. I don't care for this damn act either; but the government will. The United States was the highest contributor to pay that scientist to make that suit for you. They'll come after you even more so than any unregistered metas. You know this, don't you?" Charles once again remains silent. As he goes through the items, he pulls one out, seemingly finding what he was looking for.  
 
"I knew you had another one." He says as he lifts out a large round shield; a replica of his own, though without the stars and stripes. He holsters it on his back calmly. Thomas shakes his head. "..they are gonna ride my a## for this..." Turning to Charles, Thomas nods, looking around before motioning for him to follow. The two exit the labs, guards waiting outside. Thomas sends them off and, as the hall gets cleared, they head towards the hangar. Thomas shakes his head as the two walk hastily through the halls. "Your gonna owe me a few beers after this is over, Charlie Boy." He says in a exhausted tone. The two open up a door, and the huge hive of ships opens up to them. Engineers working on the small fighter's used during the New York Invasion, stealth drones taking breaks from spying on hostile nations or searching for the Court of Arcani's bases, and several dozens of ships entering and leaving the base periodically to go on patrols. "I'll bring you a whole bar if we get through this." Charles says. Thomas shakes his head as he pushes the armored soldier towards one of the fighters, shooing away an engineer.
 
"Stay frosty and all that." Thomas says as Charles climbs into the cockpit, starting the small aircraft's engines aircraft. Thomas activates the hangar hatch, and the roof opens up. "That's a order." Charles gives a nod before launching off into the clear blue sky. Thomas shakes his head and smiles. Out of the same hallway the duo had been walking in before comes the infamous Pentagon "fat man", dressed in the cliche suit. More time in a cubicle than shooting a gun; backed up by several guardsmen. "I knew you weren't loyal, Officer." The fat man says in a smug tone. Thomas shakes his head. "And my people knew that, too. That's why we had our own men watching the security cameras here. I saw what you let that rebel do. I hope your aware of the consequences." Thomas chuckles a bit as the guards surround him. "I'd say dishonorable discharge for both me and Charlie Boy, right? Sounds about right." The fat man scoffs at the comment. "Get him out of here; into a cell or something. I'll be taking control here for now." The guards, with questioning looks on their faces lightly place their former commander's arms behind his back, cuffing him and escorting him out. As he id walked down the path of shame, the officer continues shaking his head and chuckling. "God bless you, Charlie Boy. You'll need it."

Tranquil stepped outside the airport took sniff of the air. "Fire? Blood? Death. I just stepped into a warzone." He thought to himself. Instinctively he raised his hand, his index finger and thumb catching a single shuriken aimed for his head. Milo studied the insignia for a moment then stored the weapon within a concealed chest pocket, knowing he'd forget the entire event in a matter hours. More shuriken materialized out of the sky and Tranquil danced between them as his mind tried to make sense of what was going on. He could recall hearing something the news that might be pertaining to this but his memory had failed him. Out of the sky descended a squadron of well trained assassins. They landed around him in wedge formation swords drawn. Their training was top notch. Even Milo had to admit that their skill surpassed his own. As emotion welled up within him he swallowed hard, stifling anything that stirred within him. This emotion was replaced with loads of adrenaline being pumped into his system as he drew his blades.

"One question, what the hell is going on?" In unison the assassins surged forward and Tranquil leaped up, meeting them in the air with his blades. The clash of steel and titanium sent sparks everywhere as he pushed himself to limit, parrying an untold number of strikes. This was not enough as some strikes hit true, wrenching a bloodcurdling scream from his throat. This all transpired within a single second and when touched the ground Tranquil dropped to single knee in now heavily blood stained armor. They landed in an echelon formation this time and wasted no time moving in for the kill. Merely inches away from the target the assassins could taste victory. Behind his mask he smiled. A cloud of smoked erupted around him, and the assassins began to gag and cough. Using a combination of pepper and smoke pellets he was able to impeded their progress long enough for him to slip away into the sewers. As he trudged through the muddy waters he eyed the lacerations on his arms and chest that continued to bleed. "Whats the point of having a healing factor if it NEVER works?" He yelled as he blocked his pain receptors and continued down the path, unsure of what to do next.

His intuition told him that if he wanted any chance of coming out of whatever what was going on without incarceration or execution he'd be at that meeting. He rounded the corner, cleared a ledge and leaped through a window landing in a crouched position on his toes. This was the location and the moment he raised his head to see who had arrived the sight a familiar figure brought a smile to his veiled face. "Well well, its a very small world." He said standing tall.

“Damn…” she said, rising to one knee. “ARGH!!!” she screamed, her body felt like it was being constricted. Allowing herself to be overcome by light, Fantasy intensified it causing it to burn the man. She could hear his wretched screams as her heat burned him.

Shifting the amount of light that hit her iris, Fantasy could see the thermal energy scans of everyone in the area. “I stopped checking for monsters, under my bed, when I realized I was one” Fantasy said, with her eye’s turning red. Stomping on the ground, the young blonde opted for a quake to stagger the illusion master.

Moving in close, Fantasy clapped her hands together trying to use the concussive wind to put him down.

@Fantasy Hopewell: Decoy cursed as he fell over, scrambling for cover around the corner and out of what he thought was Fantasy's vision. "Stupid cannon fodder, fake supers." He mumbled as he tried casting an illusion all around Fantasy. Not  likely to do much but annoy her, possibly block her vision. He needed a new plan. He surveyed the area, checking to see how his team was doing. They were almost all wiped out, easily defeated by the far more powerful fantasy. It was slowly dawning on Decoy that he was his league. He needed something to get this girl off center. Slowly a plan formed in his head. "Time to bring out the secret weapon." He mumbled, putting his hand against his forehead.  

"Okay, okay, girly." The illusion Decoy said, a sly grin on it's face. "You got me, you're smarter than the average cape. But you have to understand, I only did this to help you." The real Decoy stood up, taking the clip out of his gun. "I was showing you what could happen. Don't you realize that you're a ticking time bomb?" The real Decoy quickly hopped onto a nearby fire escape, quietly he worked his way up to the roof of the building. "I know no one wants to hear that, but it's the truth. You know what you're capable of if you snap." The illusion pointed towards a small group of pedestrians who'd huddled together for safety. "Do you think they're fake? Do you think their fear isn't real?" The illusion slowly walked towards Fantasy. "You admit to being a monster, but maybe you can change that." The real Decoy was on the roof his back towards Fantasy.  He was ready for a Hail Mary play.  

Decoy held his hand to his head and focused, the guild of killers had told him his power was telepathic in nature, that he holding his hand on his head would help him use it without wearing himself out. They also told him that he could pick theoretically pick things ups, duplicate telepathic abilities. He hadn't tested it yet, but he knew in the darkest part of his heart that he'd taken more than just the madman's life. But he wouldn't use that not yet, instead he used his greatest weapon, his memory. He mind's eye flashed with all the horrible things he'd seen, the slaughter of the Knives Man's wrath. He took the most horrible event of his life and he tried to shove it right into Fantasy's head.

The brutal attack from the uman left her injured; her whole sternum ached; not to mention the multiple strikes she took to the face. Struggling through her discomfort Fan, switched her focus from electromagnetic radiation of checking for thermal energy, to that of X-ray.

“Only one of you has bones” she said, instantly, glancing on the roof she found her real target, but before she could act, images of death, slaughter, decay; and misery entered her head. The telepathic intrusion split Fantasy’s focus, ultimately losing control of her own thoughts. The optic scientist, had used pretty much all of her light tricks, those tricks proved to be far more resourceful than previously thought, but not good enough.

Reduced to one knee, the blonde Bravehart split into three separate versions of light; the two doppelgangers acted on Fan’s behalf. There was no possible way to accurately fire these two without proper focus, but given where his X-Ray read, she fired a light embodiment of herself in his general area, hoping to throw off his telepathic focus.

By now, hundreds of news media stations were already standing in the radius of their confrontation; things were looking bad all across the country, for all metas.

@Quintus_Knightfall: Rumor clutched his knees tighter from the harsh yet oh so true words from Quintus, however, his head raised when he talked about taking a stand, a smile was even brought to his gloomy face. Dropping down from the ceiling, the madman stood at the side of the valiant Knight and his relative, he too, peering out the window. "Quintus...You saved me from my own recluse..You showed me what it's like to fight for something...Let alone have something to fight for...It would be my honor to help you, even if that means into death.." Rumor patted Quintus's stern shoulder with a respectful nod. He then looked over to Ashley and smiled in a friendly manner, like a innocent teenager. "Im Rumor by the way, im insane.." Rumor informed her with a chuckle, unaware or perhaps uncaring that it is usually odd to proclaim yourself mad.

The star eyed murderer sat crossed legs in meditation having concluded her writing. Cell that had been her home as cold and empty as it was when first constructed. Relocating you and your friend to Area Fifty One along with your friend where it will be more humble. I recomend you try and behave yourself, otherwise you'll be the minority in a prison where everyone is a meta being held captive looking for an outlet for their rage." It was true, in a prison of mutants and science gone wrong the alien would be someone to potentially point a finger at.

Engines grind to a low hum as a black hawk touches down in the park. The crimson skined xenomorph and Keresh guided to the center of the park for pick up. Behind each stood one of the ultrasapiens, or Umen they were dressed in a way that made the tattooed death dealer crinkle her brow in disgust. A swave of guards from the hovering base went to form a cirlce around them. Military personel that watched everyone with careful precaution. Part of this was to help implant fear with the media covering the event. Many would focus on every event, the generals and politicians wanted this one to be in their favor. "This is Dr Ashcliff trying to reach Mr. Lebaue or one of his representatives. I have in my custody two extra terrestrials likely not going to register. I'm not sure about the humanesque one, you and I both know of the red skined woman however." Of course Ashcliff didn't know of the meeting/interigation held by the two, or that at the time Alezra had possed as a mutant.

Azra makes a sudden leap her hands stretching down as her feet rise, bringing cuffed hands under her. Legs kicking off the shoulders of the Uman in a flip to the side. Landing the cuffs chain is brought against the guards throat. The soldier had her weapons if she were to get out of this endevour alive the weapons were a must. Dropping to knees clawing at the chain as he fought for life. Bloodhusk planting legs on his back to place added force, blood begins to flow as chains start to dig into flesh, as fingers with key in hand struggle. Stabbing as focuse begins to be lost from lack of oxygen. Finally he manages to get the device free, though to late to save himself, the few seconds serve nothing more then to free the alien. Weapons from their scooped up just in time to see the Ultrasapien's advance. Clossed powerful fist slamming into the light weight aliens stomach sending her flying. Blackish blood coughed up specking the grass.

In a puff of crimson mist she crossess the distance, focusing instantly on the superior soldiers. Her physical attacks would do nothing, mental attacks prepared for it was surely a given. Telkenesis and the plasma kataris her only hope. Striking force also a much, each time she phased it would heal wounds. Healing from a skull crushed by a fist that would fall like a sledgehammer wasn't going to happen. Rematerializing before the man her blade scythed into the sapiens chest. The blade making it half way before actually being haulted. Untill this day the kataris she weilded had shown to cut clean through the durability of these beings however could surpass it on a level. Her heart raced in excitment, a foe worthy of her warrior blood. With haste she pulled the weapon free and rammed it into the skull of the other sapien, a ruby blade bursting from the opposite end. The other blade trying to aid Ravek. "You know laws like these are the reason im not fond of you people."

(I imagine Lebaue is busy, but perhaps Rated R could be sent their way? Also I loath supermen, but I tried to sell em lol. Some inspiration came from Mystique in Xmen films including the line which is a twist on "you know people like you are the reason I was afraid to go to school as a child." Backstory, Creed had a alien handling association but left before the stuff could be continued in Chicago thread. Story related fact: Covenant is serving as a refugee camp as nobody knows they use force/powers. Fun detail, Nicole Ashcliff is from the Origin blog :D)

The routinely drizzle pours down on Rain City from the overcast, traffic bustles about on the streets as hundreds of metas line up in front of the DMA to be registered.

"Hey, what's the hold up, up there?!"

"This is bullsh**!"

"Hey! What the hell's goin on?!"

Several voices call out to the front of the line where a young teenage boy stands. In a nonchalant manner he swings his head backward with an eyebrow slightly cocked up, briefly glancing at his disgruntled coequals and throws a pair of hands in the air, shrugging, then steps forward and peers into a bullet-proof window booth with his forehead against the lancet. On the other side of the glass a portly middle-aged woman sits comfortably in her chair, casually talking on a corded phone, seemingly oblivious to the boy and the angry crowd behind him. On her computer screen is an open window of solitaire.

"Excuse, ma'am?" the teen states, sliding a backpack strap over one of his shoulders.

"One minute."

His laid back composure momentarily changes to a more stringent demeanor when he places his palms against the glass and lowers his head to the opening in the window. "Lady, we really can't be waiting around for you to take personal calls. It's cold and it's raining out here, we got places to be, jobs --shoot I'm already late for school-- and I'm really not tryna be caught up in an incident involving angry metas, you know? So please, hang it up and let's do this."

The woman replies with a sigh, giving no effort to hide the tone of obvious annoyance in her voice. "Do you have an ID?"

"Yeah," the boy removes his backpack and fumbles through his binder for his lunch card. "Here it is," he reveals, pressing it against the window.

The lady behind he window puts on a set of prescription glasses. "Mhm ... Mkay ..." She responds, entering his ID and school name into the computer. "I'm going to need you to fill out a meta registration sheet. All the starred questions are required and when you get to the field for powers, abilities, skills and training, make sure to write in detail."

Reaching into his binder once more the boy pulls a pen while the woman slides a registration form through the opening in the lancet. He writes ...

"Uhhh," Larone started up again at the woman in the booth.

"What can I help you with?" She says, seeming to have changed to a friendlier attitude.

"What's this GSA stuff about?"

"Oh, you fill that part out if you want to work for the government"

Oh whaa? Larone thought to himself. That might come with hella benefits, though ... but Iono, man ... this country's government IS kinda shady ...

After debating with himself for a few moments Larone finally finishes filling out the registration sheet and hands it in, taking another moment to collect his school materials before pushing his way through the crowd in a rush to the City transit bus stop four blocks away where the next bus is expected to arrive in less than a minute.
