I think the scale should be as follows:
0-0.9 - 0 represents no skill, no power, no ability, 0.1 - 0.9 equals the truly insignificant scale. Gold fish level.
1-1.9 represents normal human levels.
2-2.9 represents peak to enhanced human levels.
3-3.9 represents enhanced to herculean levels.
4-4.9 represents herculean to superhuman levels.
5-5.9 represents superhuman to powerhouse levels.
6-6.9 represents powerhouse to demigod levels.
7-7.9 represents demigod to lesser god levels.
8-8.9 represents lesser god to intermediate god levels.
9-9.9 represents intermediate god to skyfather levels.
10-10.9 represents skyfather to Titan levels.
11-11.9 represents Titan level to Overlord level. (Dark Hammer would fall into the lower end of this.)
12-12.9 represents Overlord to This is getting ridiculous, you should stop level.
