On a routine mission Braveharts, Ashley Mooreland and Tranquil investigate a Cardinal drug dealer, by the name of Walter Jones; a man who is guilty of human and drug trafficking. Joined by the insane mercenary Creed; the three investigators trace the drug trail back to a warehouse in Chinatown; where it is revealed that Xiao Zing and Catalina Liafador were both involved in the smuggling of a fear toxin. Y betrayed Catalina in an effort to gain access to the Young Liadador's money and performed a black magic ritual to steal her body. Y under the guise of Catalina distributed the toxin to every known drug dealer; and fast food restaurants across New York, to incite panic upon the rain.
Having been captured by The Cardinal Queen and Quintus Knightfall, Catalina (Y) revealed that there was a second toxin distributed to the major prisons, to incite the prisoners to lash out on the Knightfall Family. With the rains coming in NYC is on the verge of panic; and a 14 million dollar bounty on the cities flagship vigilantes. The city releases what could be it's final cry for justice.
