It was a time of mercurial manipulation facilitated by the President of the United States, politically motivated, and brilliantly executed. Enlisting the aid of the United Nations along with the newly appointed Meta-Human Chief of Staff, Anthony Stark, Orpheus Ziev launched an all out assault against the self-appointed leadership of Venezuela. Cleverly veiled as a liberation effort the unrepresented military showcase stormed the country with total disregard for life unleashing a nuclear armament that dwarfed the legendary Chernobyl catastrophe. The fallout of which the country will never fully recover from. But even though the operation was an unmitigated success and the destruction of the HALO corporation was authenticated they had failed in their attempt to permanently silence the Noir Rose.
The Brotherhood:
Discreetly, the Last Arashikage (otherwise known as the Ultra-Sapien Charlemagne LeBeau), began a new campaign predicated upon revenge, vendetta, and the birth of a brotherhood. After witnessing what he believed to be a theatrical display of weakness by the World's heroes in their failed attempt to protect America's symbolic representation of freedom, his ideal of a radically themed band of subversives was quickly realized. An apatite for formulating a group of organized villains unrestricted by societies definitions willing to unleash what most would deem terrorist actions though he himself views it as a revolutionary movement. Far less elegant then his previous ventures, the Brotherhood of the Wolf represents an undermining of authority through fast paced guerrilla tactics utilizing a pack like run & gun mentality. Espionage, theft, assassinations, sabotage, and revenge, all serving as part of the BOW's fundamental principles. Like their name sake the team's primary strength comes from its Wolf like nature of ambushing and stalking their targets with extreme intelligence, speed, and stealth. Individually formidable it is as a team however that they truly excel.
Dubi
Because of its political division the Last Arashikage established a small unnoticeable headquarters in the United Arab Emirates, more specifically, The Burj Al Arab (Arabic: برج العرب, Tower of the Arabs) Located on an artificial island 280 metres (919 ft) from Jumeirah beach on the Dubai shoreline it is connected to the mainland by a private curving bridge. Managed by the Jumeirah Group and built by Said Khalil insures a moderate level of discretion. Its design features a steel exoskeleton wrapped around a reinforced concrete tower with two wings spread in a V shape to form a vast mast, while the space between them is enclosed in a massive atrium by a teflon-coated fibreglass sail. During the day, the white fabric allows a soft, milky light inside the hotel, whereas a clear, glass front would produce blinding amounts of glare and a constantly increasing temperature. At night, both inside and outside, the fabric is lit by colour changing lights. Near the top of the building is a suspended helipad supported by a cantilever which has featured some of the hotel's notable publicity events. Geographically located within the Arabian Desert offers a versatile opportunity for stock piling weapons, training, and nomadic maneuvering making it all but impossible to pinpoint their location when on the move.
