Say you registered and had such a unique set of skills that you were immediately placed in the field to track down unregistered metas. Know what I mean? @Mr_LeBeau: I'm definitely up for her being a criminal using the registration act for her own ends and especially like the idea of a Thunderbolts like team for her to join. BTW, what measures would be taken to keep the criminals/villains on the pro-reg side in line?
@Thirteen13: whatever you decided to make up. Maybe they were injected with a poison that kills if not treated within 24hrs. So the villains are forced to not only comeback to base, but to stay in line as well. Otherwise they dont receive their nightly vaccination.
@Quintus_Knightfall: Interesting concept and it provides the opportunity for the criminals to try and steal the antidote. I was thinking more along the lines of clichéd bomb surgically implanted in the brain that can be triggered when needed or maybe something with a psychic(s) that monitor and modify the criminals behaviour.

You can use what they used in Marvel Ultimate Alliance 2 did which was used nanites to control them. Oh here's an idea what about nanites in the blood stream or something in the body that is trigger via certain emotional states or via remote that causes pain, this pain increases over time till the subject submits or the controller turns it off. The pain also varies on how strong the emotions or violent the criminal is. For example talking back to Lebeau is a small dose but fighitng with another member is violent pain.

IMO this is the best concept for keeping the criminal in line and behaving.
