Heck, I'll flat out give it to you :) Click on the news section in the main menu bar above. Pick a recent news story (like within the last week or so) and comment on it. You should get the pop for the quest when you click to a new page.
As for the chat room, you've got me there. Don't think I've ever seen that anywhere on my profile page.
