For the sake of the scenario you live in a apartment at Whitechapel.

Say you know some murders were happening in your town, but you decided to walk outside at night in September 20 1988 because you feel like it.

As you were walking all alone at night at 1 am you see this guy wearing well dressed gentleman with a top hat, white gloves and a cape to complete the ensemble in front of you.

The newspaper you read earlier said about a killer in this town wearing a hat and a coat and you become very suspicious.

Would you keep walking to his direction? go different direction? or go to your apartment.

Thing is, that fashion was pretty commonplace at that time, it would be like the police saying a modern day killer was seen wearing blue jeans and a hoodie with a popular sports team on it. I'm also a guy, which means I probably wouldn't be a target. So I'd probably just keep about my business. If it looked like the guy was doing anything suspicious, I'd probably just tell the first constable I saw about it.
