Would these be fair teams for my tournament?

I am making a high tier tournament with set teams, because when people choose they teams some teams are too OP... I want a tourney where everyone will have equal chance to win. So can someone tell me, are these teams fair, and if not, how could I make them more fair?

And thanks, I just started with a rough outline on what the teams would be and added/subtracted members based on fairness.

You should give Surfer the Quantum Bands, Uni-Power, or both.

Yeah looks good, i thought annihilators looked a bit stacked but then i relised no SS

Only one thing i just think he'l and SS would need some help or perk or something i feel theyre the weak links

Well with the uni-power I believe he was stopping time.... he's already a character that's many times faster than light with excellent durability and TP resistance capable of creating black holes and cosmic blasts.

@thenewbluebeetle007: maybe give people the oppertunity to make their own teams waiting approval. For example I may want to do a team consisting of avengers. I see where you're coming from though with the op teams.
