Yes they would still apply, heck you might even be put in jail for crimes your clone commits.

I don't understand the question really. The clone maybe genetically identical but it still wouldn't be you. He would just have the same rights as any other person born.

Probably, even if they knew he was a clone. I'd probably want to get rid of him though, or use him for my own purposes.

Probably the same rights as someone born in the country if they where created there.

Being human it would be covered by the Geneva Convention and all rights allowed to it by the country/state/province (delete as appropriate) it was created and later resides in. That said being a clone it would emerge as an infant and unless told about it, you probably wouldn't know about except if one or both of you got into legal or criminal problems, and even then the age difference would help clarify who is who
