Who'd pay Dowry in a same sex marriage?

This question has been bothering me for a while. In cultures where Dowry is a practice (And let's say the people who do this suddenly become Pro-marriage equality or something)....if two guys marry or two girls, who pays the Dowry?

The one who chooses to pay.

Both, or neither

Logically, it is the one who has the most money.
