She's supposed to be. All the characters are deeply flawed. That's what makes it funny. Plus, she has good reason to be considering the family she married into.

Debra did some messed up stuff. I remember one episode where she thought it was ok that her daughter was bullying people and then made fun of Ray when he revealed that he was still scarred from his bully experiences. In another it was shown that she had been telling the kids to think less of Ray and to think of her as the better parent.
