Who are these characters?

Hey comic vine, I recently acquired a t-shirt with many beloved dc characters on it and two very baffling charaters (at least to me) I was wondering if anyone could inform me of who these two are. The characters in question are the one that is in in front of them all crouched down, and the archer with the mask and the yellow bow behind flash. Any insight would be appreciated :)

Oh yea, the color scheme seems right, i wouldnt have guessed it was a girl, but i havent been able to find anyone that looks like the character in question at all. The guy in the front is puzzling though.

@nimajneb: Neither is a real character. The picture is a promotional drawing for DC Universe Online by Jim Lee depicting DC heroes alongside examples of possible player-created characters.

I guess that would make sense. People always ask who those two are and then i sit there looking like a fool. Thanks a lot.
