Pretty self explanatory, when should the hero be allowed to kill the villain? When is enough enough?

When it's the last thing that they can do.
Honestly, it depends on what criteria you want to compare it under.
Morality? It depends on the villain and hero. I don't want to see Batman kill Joker, because it defeats the character's ideals. The Punisher killing his enemies is fine, it's what he does.
Artistically? When the work is best served.
Logically? When it serves the greater good.
In real life? When they were convicted by a jury and are deserving.
Always. Seriously the DC moral compass is soo skewed especially in any of the movies.
Thor kills nearly everyone he fights, Hawkeye and Cap pretty much aren't innocent too and Ironman kills terrorists and slaughters an entire armada.
The marvel fictional world celebrates, the movie goers rejoice and laugh, Iron man has no quams
Batman nearly kills the joker and was thought to have killed Harvey dent, the DC fictional world hates him.
Superman was forced to kill 1 supervillain that murdered an entire city and the movie goers criticised him.
Only when there's no other way to stop the villain.
When he knows with maximum amount of certainty that not killing him will result in more death and suffering in the future.
When he knows with reasonable certainty that not killing him will result in a lot more death and suffering in the future.
When there is a reasonable possibility that not killing him will result in a genocide level catastrophe.

To prevent another loss of life. If that means killing a villain who repeatedly escapes jail or justice and goes on to kill again, then so be it. Nothing makes me more furious than hearing about someone who goes on to commit another crime after being apprehended the first time.
