To me a good character has to have a name that stands out and a good background.

And someone who catches the attention and imagination of writers. Once you get that loop of writer and fan interest, then the character really starts building steam. Batman's a good example of that. Just about everybody wants to write a great Batman story and just about everybody wants to read a great Batman story.
