What defines a street leveler?

Is it someone who's in the peak to enhanced ranged? Batman and Captain America?

Or characters that usually work on a street level, does that mean Spiderman and Luke Cage would be street levelers?

@killamanjaro: I'd say every one you mentioned is street level. Basically they are a street level threat. They can destroy or take over a few streets but they are not a city wide or planet wide or universal threat.
