go to the pipette icon. Its called color picker
it tells you what color a color is on a picture.
click on the pipette icon and click on the 2 colors of the dress.
you see it tells you its blue and black. clearly.

How you percieve the color of the image does not change the dress though... Wired got it wrong.. The dress IS and WAS White and Gold, but the departmentstores flourescent Lighting caused shadows that appear as Blue and Black on the image we see now. (study painting, shadows are often blue...because they are)

...how can one not? The lighting of the image clearly makes it appear blue with black stripes, and any color picker tool used on the image will tell you the same.

You can train yourself to see both options.
It isn't hard. Just think about the opposite choice and you'll start to see it eventually.

I haven't seen definitive proof suggesting it's actually white and gold. I've only seen the opposite.
