We don't really see characters that aren't hugely popular characters or pet favorites of writers characters in Marvel or DC often as well. Marvel's last cow milker has Wolverine, Cyclops, Captain America etc plastered al over it, and Hope, who is basically reduced to a blank slate plot pusher character now. So its more accurate to say we don't see a lot of all types of characters than the strongest black characters. Depending on your definition of strong, we could say that Storm and Black Panther do an alright job of representing strong black characters.
Ultimately to get more prominent any characters, you have 3 easy rough general ways. Have them become popular and profitable naturally or and by chance. Deadpool is a good example of this. Combination of factors. Time, appearances, distinguishing characteristics, enough to justify increased exposure to help making character work. Have a writer be fond of the character. Dan Slott was fond of Blue Marvel and was going to use him in his Avengers book. Bendis was fond of Sentry, Noh Varr, etc etc and thus used them a lot. Writer uses character a lot, they become popular and profitable if they weren't already. Third and lastly, you make noise about a character. Note, some people may consider this complaining, but still, you like a character and you think other people will if they know a character, make noise about them. Forums, with creators, with editors and artists, fans, people who might be fans. Note here is you also don't want people to dislike the character lol - still if a person is going to not like a character or book based on how another person praises it, probably wasn't going to be a high likelihood they were going to be supportive. Main thing here is just to raise awareness of a character or book you want more of. With time and discussion good or bad, character will slowly start increasing their odds at being used which will increase awareness which will increase use and... etc Emma Frost was suggested to Grant Morrison from a fan who thought he could use her well based on his past writings and now she is huge. Dex Star was a joke character until fans reacted positively. Quite a few writers and artists are savvy enough to know what goes down in forums and to throw shout outs to fans who are loud enough with the right messages. Talk to fellow fans, recommend good stories with your favorite characters, I see Saga and Lady Mechanika getting good word of mouth. Blog about them. Ask creators on Twitter and Formspring and tell them they would be awesome at writing etc character (but remember if you are overbearing you may just burn bridges)
