I think that people just want to believe that there is a breakthrough, they want to believe that there's something new to revive the tale of JTR.

The murders were way too gruesome for them not to be personal. The murderer hated women with a burning passion. No religious nut or madman could do the things JTR did that many times without getting caught.

It could be, but I doubt it. If it was the only motive I could think is being a sociopath who struck targets she deemed were weak, but the idea has some merit a woman would get away with a crime like that much easier than a man would during that time period.
