The guys who gave us the stellar Black Flag vs the guys who give us FIFA and Madden?
I would go for Ubisoft Montreal by a large margin.

EA is worst than activision and capcom

I don't think that's a fair competition. EA is a primarily a publisher who only develops sports games. Ubi is independent in a similar sense.
