Yes. This is based off their average base stats

From Strongest to weakest-

1. Arceus - 120

2. Kyurem (white and black versions) - 116.67

3. Zekrom, Reshiram, Dialga, Palkia, Giratina, Rayquaza, Mewtwo, Lugia, and Ho-Oh - 113.33

4. Regigigas, Kyogre, Groudon, Slaking - 111.67

Lot's of pokemon have the same base stats, but it seems Arceus is the strongest of them all.

but arceus almost died by some cement

I find it weird that a pokemon such as Slaking is one of the strongest.

When it comes to Pokemon, the games are the only stats I would take seriously.

He almost dies after taking insane amounts of abuse and torture. + He would have killed Dialga,Palkia, and Giratina by himself.
