@thecannon: It was completely out of character for Rick to let him live. Kirkman tried to wrap it up in pretentious themes, when in reality, he just doesn't want to kill Negan because he likes him, so he copped out and made everybody act in ways that made no sense.
@rogueshadow: Thinking about it, I agree with what you're saying. I didn't notice it when I read the issue because it was moving so fast, but you're right.
