I'm pretty sure thats the wind trying to rip the tree out of the ground but not quite doing it. Why the hell did the camera man just stand there!? If I saw a tree that size threatening to fall over there's no way i'd be anywhere near it!
Willow Tress are known to topple over once they reach a certain age (30 years) but not too sure about this tree --- I don't know it based on its bark. Its not that surprising for this happen if that tree has reached their limit since the roots must be very brittle. It does look freaky though and based on that trunk, that tree must be very large.
Not too impressed with the camera person. Not the best place to be. Though it appears the tree will go down in the direction the earth is rising, it's not guaranteed and if the tree's canopy is huge there is no escaping it.
